New technologies combat invasive species

Mar. 28, 2013 ? A new research paper by a team of researchers from the University of Notre Dame's Environmental Change Initiative (ECI) demonstrates how two cutting-edge technologies can provide a sensitive and real-time solution to screening real-world water samples for invasive species before they get into our country or before they cause significant damage.

"Aquatic invasive species cause ecological and economic damage worldwide, including the loss of native biodiversity and damage to the world's great fisheries," Scott Egan, a research assistant professor with Notre Dame's Advanced Diagnostics and Therapeutics Initiative and a member of the research team, said. "This research combines two new, but proven technologies, environmental DNA (eDNA) and Light Transmission Spectroscopy (LTS), to address the growing problem of aquatic invasive species by increasing our ability to detect dangerous species in samples before they arrive or when they are still rare in their environment and have not yet caused significant damage."

Egan points out that eDNA is a species surveillance tool that recognizes a unique advantage of aquatic sampling: water often contains microscopic bits of tissue in suspension, including the scales of fish, the exoskeletons of insects, and the sloughed cells of and tissues of aquatic species. These tissue fragments can be filtered from water samples and then a standard DNA extraction is performed on the filtered matter. The new sampling method for invasive species was pioneered by members of the ND Environmental Change Initiative, including David Lodge and Chris Jerde, Central Michigan University's Andrew Mahon, and The Nature Conservancy's Lindsay Chadderton.

Egan explains that LTS, which was developed by Notre Dame physicists Steven Ruggiero and Carol Tanner, can measure the size of small particles on a nanometer scale (1 nanometer equals 1 billionth of a meter). LTS was used in the research for DNA-based species detection where the LTS device detects small shifts in the size of nanoparticles with short single-stranded DNA fragments on their surface that will only bind to the DNA of a specific species.

"Thus, these nanoparticles grow in size in the presence of a target species, such as a dangerous invasive species, but don't in the presence of other species" Egan said. "In addition to the sensitivity of LTS, it is also advantageous because the device fits in a small suitcase and can operate off a car battery in the field, such as a point of entry at the border of the U.S."

The Notre Dame researchers demonstrated the work with manipulative experiments in the lab for five high-risk invasive species and also in the field, using lakes already infested with an invasive mussel, Dreissena polymorpha or the zebra mussel.

"Our work implies that eDNA sampling and LTS could enable rapid species detection in the field in the context of research, voluntary or regulatory surveillance and management actions to lower the risk of the introduction or spread of harmful species," Egan said. "In the Great Lakes alone, 180 nonindigenous species have been established since European settlement, with about 70 percent arriving through the ballast tanks of transoceanic ships. Ballast water monitoring is one of many potential applications for LTS with ramifications for environmental protection, public health and economic health."

Stocks slide, following European markets lower

NEW YORK (AP) ? Worries about Europe rattled the stock market Wednesday, a day after the Dow Jones industrial average had its biggest gain in three weeks.

Investors are watching to see if Cyprus can restore confidence in its banking system. They are also keeping an eye on Italy, where political parties are struggling to form a new government.

The Dow Jones industrial average was down 63 points, or 0.4 percent, at 14,494 an hour after the opening bell Wednesday. The decline erased the Dow's gain for the week. The index had rallied 111 points Tuesday on better U.S. housing news.

Cyprus is working out details for how to reopen its banks after a nearly two-week shutdown. An international bailout agreement calls for large deposits to be used to help pay for the rescue of its banking system.

In Italy, center-left leader Pier Luigi Bersani failed to get support from the anti-establishment 5 Star Movement to form a new government. Political gridlock in Italy has been a major concern for investors following inconclusive results of elections in late February. Investors worry that the country won't follow through with unpopular budget cuts, potentially undermining confidence in the euro.

European markets fell. Benchmark indexes were down 1.2 percent in Germany and 1.4 percent in France. Italy's main stock index slumped 1.2 percent.

The worries hit Europe's bond markets especially hard. Borrowing rates for Italy and Spain shot higher, which means investors' confidence in the financial stability of those countries is weakening. Rates for more stable European countries like Germany and France fell as investors bought their bonds.

In the market for U.S. government bonds, the yield on the 10-year Treasury note dropped to 1.85 percent. That's a sharp fall from 1.91 percent late Tuesday and suggests investors are moving money into ultra-safe assets.

The Standard & Poor's 500 index was down seven points, or 0.5 percent, to 1,556. The Nasdaq composite was down 18 points, 0.6 percent, at 3,234.

The declines were broad. All 10 industry groups in the S&P 500 index fell, led by banks and industrial companies. The groups with the smallest losses were utilities and health care, which investors tend to buy when they're feeling risk-averse.

The S&P 500 closed within two points of its all-time high of 1,565 on Tuesday, helped by rising home prices and orders for manufactured goods. The stock index hit that peak on Oct. 9, 2007, before the Great Recession and a financial crisis roiled financial markets.

Cliffs Natural Resources, an iron ore mining company, plunged 13 percent, the biggest loss in the S&P. The stock fell $2.78 to $18.65.

Science Applications International Corp. jumped 4 percent after the security and communications technology provider reported a fourth-quarter profit that was better than analysts were expecting. SAIC also announced a special dividend of $1 per share. The stock rose 65 cents to $13.47.

The Kill Zone: Know Your Audience

This past weekend, I had the privilege of speaking to the Southwest Florida Romance Writers in Estero, Florida. Up to 25 members were present when I spoke about Social Networking for Writers and passed around my eight-page handout. We could have discussed this topic for a lot longer than the allotted hour, but our time ended and I left for home.

On the drive back to the east coast, I reflected on how a speaker really has to gear her talk to the audience. Speaking to a bunch of writers is a lot different than giving a talk to a roomful of fans. Readers in general are eager to hear how you got published, where you get your ideas, what you researched for your story, and if you make a living at what you do. Don?t ask me why, but that question always arises. Would you ask a lecturer how much money he makes?

You?re expected to be witty and entertaining and to use anecdotes in your talk. I like to educate the public on the realities of the publishing business, so I?ll talk about the impact of the digital era, choices for writers today, and what readers can do to help authors in terms of customer reviews, Liking our pages, sharing our posts, etc. Lay persons find this information to be fascinating. Sure, I?ll talk about my books but mainly as an overview about my series and some of my research experiences. I don?t believe in doing readings or a book review on a specific title. There?s nothing more boring, IMHO, as an author?s droning voice as he reads from his own work. It?s more exciting to talk off the cuff about the publishing world and what fuels my stories.

In contrast, when speaking to fellow writers, I aim to teach. I want to get points across that they can take home and use in their own work. Motivational talks uplift and inspire writers to keep plowing ahead despite the setbacks that we all experience in this career. I?d rather give practical tips, how-to details, and specific instructions. Handouts accompany all of my workshops. This is not necessarily the case if I?m on a panel, however. Then it?s much harder to get across a lot of information because you?re sharing the time and stage. It?s good to come prepared with a few pointers regardless, and handouts are still appreciated, but having one hour to myself is best for in-depth instruction.

I?ve attended panels at writers conferences where the authors prattle on about their work, and attendees leave the room having been entertained but learning nothing new. I don?t care to attend those types of sessions myself. I?d rather go to a workshop where I can gain new insights or tips on a specific aspect of writing or marketing. Anybody can talk about himself. How many can teach in a meaningful, clear manner? Those who can?t teach will do very well speaking on panels at fan conventions, libraries and community groups.

Where am I going with this? If you have a speaking engagement coming up, consider your audience. If it?s a bunch of fans/readers, talk about your books, the publishing world, where you get your ideas, the writing process. If it?s a group of writers, target your material so they can take away something worthwhile.

UK scientists develop safer foot-and-mouth vaccine

LONDON (Reuters) - British scientists have developed a new vaccine against foot-and-mouth disease that is safer and easier to manufacture, an advance they believe should greatly increase production capacity and reduce costs.

The technology behind the livestock product might also be applied to make improved human vaccines to protect against similar viruses, including polio.

The new vaccine does not require live virus in its production - an important consideration as foot-and-mouth disease (FMD) is extremely infectious and vaccine facilities handling virus samples are difficult to secure.

"It spreads like wild fire," said David Stuart, a professor of biology at the University of Oxford, who led the research.

A 2007 outbreak of FMD in southeast England, for example, was traced to a nearby vaccine site. The same facility, ironically, is home to some of the researchers behind the new vaccine.

In contrast to standard FMD livestock vaccines, the new product is made from synthetic empty protein shells containing no infectious viral genome, scientists reported in the journal PLOS Pathogens on Wednesday.

This means the vaccine can be produced without expensive biosecurity and does not need to be kept refrigerated.

"One of the big advantages is that since it is not derived from live virus, the production facility requires no special containment," Stuart said.

"One could imagine local plants being set up in large parts of the world where foot and mouth is endemic and where it still remains a huge problem."

Worldwide, between 3 billion and 4 billion doses of FMD vaccine are administered every year but there are shortages in many parts of Asia and Africa were the disease is a serious problem.

Current standard vaccines are based on 50-year-old technology, although U.S. biotech company GenVec last year won U.S. approval for a new one.

The purely synthetic British vaccine has so far been tested in small-scale cattle trials and found to be effective.

Stuart said the research team from the universities of Oxford and Reading and two state-funded bodies - Diamond Light Source and the Pirbright Institute - would now conduct larger tests while discussing the vaccine's commercial development.

"We are talking to a potential commercial partner," Stuart told Reuters, adding that it would probably take around six years to bring the new vaccine to market. He said it was too early to give an indication of how much the vaccine would cost.

He declined to name the company involved but said it was not Merial, the animal health division of Sanofi that shares Pirbright's site in southeast England.

Stuart and his colleagues were able to produce empty protein shells to imitate the protein coat that surrounds the FMD virus using Diamond's X-ray system to visualize images a billion times smaller than a pinhead.

The same approach could in future be used to make empty shell vaccines against related viruses such as polio and hand-foot-and-mouth, a human disease that mainly affects infants and children, the researchers said.

NY Auto Show: Don't Call the 2014 Audi A3 "Intro Luxury"

Scott Keogh, North American president for Audi, says the automaker has tossed out the old philosophy of debuting all the hot tech on the most expensive cars, then trickling it down to the entry models. Instead, the A3, the most affordable car Audi will sell in the U.S. (expect an MSRP starting in the low $30,000s), is getting the hot tech first.

The next-gen A3 will get options like MMI, Audi's in-car, screen-based control system with the first-ever implementation of a touch-pad incorporated into its latest-edition mouse-like controller. This lets you "draw" characters on it while driving, keeping one hand on the wheel and enabling commands more quickly.

A flashier addition is the 7-inch ultra-thin display that emerges from a slot in the dash. Audi says it's thinner than any other automotive application in the industry, at 0.43 inches.

While other Audis already have 4G/LTE technology allowing Wi-Fi connectivity of up to eight devices, Audi says the A3's system is robust enough to stream high-definition videos and make video conference calls. Along with Google Earth navigation, which Audi rolled out on some models this past year, there's a new function on the A3 called Picture Navigation. Grab a shot of your destination online and upload it into the system as a screen grab or .jpg and it's stored as one of your navigation files. This allows you to create a photo portfolio of frequent or new destinations and tab through the menu more intuitively.

When the A3 launches this coming winter options will include the A3 sedan, an S3 with standard quattro, and a plug-in hybrid electric vehicle (PHEV) in the Sportback body. Audi calls its PHEVs e-tron, and the version shown at the Geneva show earlier this year had a combined powertrain equivalent of 204 hp and 258 lb-ft. of torque. Audi's mum on what production numbers for the hybrid, but says gas engine cars will come with either a 1.8-liter making 170 hp or a 2.0-liter engine of unannounced output, and, unofficially, the S3 is likely to scrape 300 hp.

One thing Americans won't get: A manual gearbox option. All A3s will be six-speed S-tronic automatics.

Android apps make up 20% of all BlackBerry 10 apps

BlackBerry (BBRY) included an Android emulator in its BlackBerry 10 operating system that allows developers to easily port their applications from Android to BlackBerry. The decision to include such a tool paid off for the company, which launched its new platform with more than 70,000 apps. BlackBerry recently announced that?its app store is now home to more than 100,000 BlackBerry 10 applications, and it has been revealed that only 20% are ported from Android. While the operating system is still missing key apps such as Instagram and Netflix (NFLX), for the most part BlackBerry has been able to attract developers to its still unproven platform.

?We give them a very nice on-ramp to get onto the platform,? Martyn Mallick, BlackBerry?s vice president for global alliances and business development, said in an interview with AllThingsD. ?Our users deserve to have great content. If that is the fastest way we can get some of that content, that?s great.?

Following strong sales of BlackBerry 10 devices across the globe, many developers have abandoned initial plans to simply port their old Android apps and are now committed to building natively for the platform. Mallick notes that others are sticking with their Android apps but adapting them to take advantage of a number of BlackBerry 10-specific features like push support and the BlackBerry Hub.

?There are still some partners that are not in a position where their schedules line up with our schedules,? he said. ?There are some partners where their priorities are elsewhere, not even necessarily in mobile.?

The executive wasn?t worried about early reports of BlackBerry Z10?s lackluster launch in the U.S., suggesting it will see a better response from T-Mobile and Verizon (VZ).

?Take a look over the next couple of weeks,? he said. ?I expect we will see a stronger response.?

ECB: Cyprus unique situation, no new template

(AP) ? A top European Central Bank official on Tuesday exposed rare signs of public discord among those in charge of the euro currency when he rejected the idea that Cyprus' rescue plan should become a model for other countries.

Benoit Coeure, who sits on the ECB's six-member executive board, on Tuesday bluntly dismissed an idea voiced the day before by Jeroen Dijsselbloem, the head of the Eurogroup of euro finance ministers, that forcing losses on banks' shareholders, bondholders and even large depositors could become the template for future rescues.

Coeure told France's Europe 1 radio that Dijsselbloem was "wrong" to say that because the solution agreed on for Cyprus cannot be a model for the eurozone. He said Cyprus's situation is unique because of the island nation's outsized financial sector, including large deposits from foreigners.

The 17-country eurozone and the International Monetary Fund early Monday granted Cyprus a 10 billion euro ($13 billion) bailout that foresees dissolving the country's second-largest bank, wiping out its bondholders and inflicting significant losses ? possibly up to 40 percent ? on all deposits larger than 100,000 euros ($130,000).

In an interview later Monday, Dijsselbloem (die-SELL-bloom) insisted investors must be held responsible "before looking at public money or any other instrument coming from the public side." But his comments that the approach taken in Cyprus ? including forcing losses on large deposits ? was a model solution spooked markets and sent the euro to its lowest value against the dollar since November.

"The experience in Cyprus is not a model for the eurozone since the situation had reached a dimension that can't be compared with any other country," Coeure said. "I think Mr. Dijsselbloem was wrong to say what he said."

Deposits in Europe are guaranteed by a state-backed deposit insurance scheme only up to 100,000 euros. The bailout program for Cyprus marks the first time in Europe's three-year-old debt crisis that large deposit holders ? wealthy savers, business people or institutions ? will be forced to take losses.

EU officials previously stressed that this measure, a so-called bail-in, was a "unique step" in Cyprus, but Dijsselbloem's remarks raised the specter for that solution to be applied elsewhere in Europe too.

Investors were concerned that if holders of large deposits in weaker southern European countries were to start fearing for their money, they could move it away from their domestic banks. While there is an ECB stopgap to help cover a run on a bank, a steady outflow of funds would further expose a lender's capital reserves, possibly pushing them to seek support from their governments. But nations such as Portugal, Spain, Italy or Greece already have huge public debt loads, which would make it difficult for them to recapitalize their banks.

"Cyprus was bankrupt. That's a situation you don't have anywhere else in the eurozone," Coeure insisted. "The situation was so special that it required a special solution. There is no reason to use the same methods elsewhere," he said.

The European Commission, the bloc's executive arm, was also at pains Tuesday to dispel fears ignited by Dijsselbloem's comments.

Spokeswoman Chantal Hughes said "we want a solution where the taxpayer stops paying for the banks' errors" but added that the course taken for Cyprus reflected the country's "unique situation" and wasn't a "perfect model or a model that should be used again in the same way."

She also stressed that deposits of up to 100,000 euros are guaranteed across the 27-nation bloc, and no losses can be forced upon them, "neither now, nor in the future."

Dijsselbloem has stood by his comments, but issued a terse statement late Monday saying that "macro-economic adjustment programs are tailor-made to the situation of the country concerned and no models or templates are used."

It has a partial Wii support and plays most Gamecube games.

Dolphin Android-trash Git changelog:
* Big commit. Fix running the APK, I had missed a view in the manifest. Clean up the Android EGL context creation to fit more in line with how Dolphin works. This breaks input at the moment as well. Change the memarena from 768MB to 64MB to allow 1GB phones to potentially run it. Rename EGL_X11 back to EGL since this merge brings in some of soreau's changes to more easily allow different platforms like Wayland and Android. Not quite all of the code because some needs to be cleaned up still.

Parkinsons' drug helps older people to make decisions

Mar. 24, 2013 ? A drug widely used to treat Parkinson's Disease can help to reverse age-related impairments in decision making in some older people, a study from researchers at the Wellcome Trust Centre for Neuroimaging has shown.

The study, published today in the journal Nature Neuroscience, also describes changes in the patterns of brain activity of adults in their seventies that help to explain why they are worse at making decisions than younger people.

Poorer decision-making is a natural part of the aging process that stems from a decline in our brains' ability to learn from our experiences. Part of the decision-making process involves learning to predict the likelihood of getting a reward from the choices that we make.

An area of the brain called the nucleus accumbens is responsible for interpreting the difference between the reward that we're expecting to get from a decision and the reward that is actually received. These so called 'prediction errors', reported by a brain chemical called dopamine, help us to learn from our actions and modify our behaviour to make better choices the next time.

Dr Rumana Chowdhury, who led the study at the Wellcome Trust Centre for Neuroimaging at UCL, said: "We know that dopamine decline is part of the normal aging process so we wanted to see whether it had any effect on reward-based decision making. We found that when we treated older people who were particularly bad at making decisions with a drug that increases dopamine in the brain, their ability to learn from rewards improved to a level comparable to somebody in their twenties and enabled them to make better decisions."

The team used a combination of behavioural testing and brain imaging techniques, to investigate the decision-making process in 32 healthy volunteers aged in their early seventies compared with 22 volunteers in their mid-twenties. Older participants were tested on and off L-DOPA, a drug that increases levels of dopamine in the brain. L-DOPA, more commonly known as Levodopa, is widely used in the clinic to treat Parkinson's.

The participants were asked to complete a behavioural learning task called the two-arm bandit, which mimics the decisions that gamblers make while playing slot machines. Players were shown two images and had to choose the one that they thought would give them the biggest reward. Their performance before and after drug treatment was assessed by the amount of money they won in the task.

"The older volunteers who were less able to predict the likelihood of a reward from their decisions, and so performed worst in the task, showed a significant improvement following drug treatment," Dr Chowdhury explains.

The team then looked at brain activity in the participants as they played the game using functional Magnetic Resonance Imaging (fMRI), and measured connections between areas of the brain that are involved in reward prediction using a technique called Diffusor Tensor Imaging (DTI).

The findings reveal that the older adults who performed best in the gambling game before drug treatment had greater integrity of their dopamine pathways. Older adults who performed poorly before drug treatment were not able to adequately signal reward expectation in the brain -- this was corrected by L-DOPA and their performance improved on the drug.

Dr John Williams, Head of Neuroscience and Mental Health at the Wellcome Trust, said: "This careful investigation into the subtle cognitive changes that take place as we age offers important insights into what may happen at both a functional and anatomical level in older people who have problems with making decisions. That the team were able to reverse these changes by manipulating dopamine levels offers the hope of therapeutic approaches that could allow older people to function more effectively in the wider community."

ANCHORAGE, Alaska ? A young miniature horse in sneakers is helping a 4-year-old special needs child at an Anchorage public elementary school.

Zoe, a black mare, is a service animal for preschooler Zaiden Beattie at Russian Jack Elementary School. It?s the only service horse in an Alaska school ? and after multiple online searches, the only service horse Principal Elizabeth Hornbuckle could find at any school in the nation.

Zaiden is one of 300 children in the U.S. diagnosed with ataxia-telangiectasia, a genetic disorder that progressively robs children of their ability to coordinate movement such as walking. Zaiden?s mother, Lesley Zacharias, a professional horse trainer, is teaching Zoe to help Zaiden walk steadily until the disease inevitably shackles him to a wheelchair.

?He moves around a lot better and has more energy if he?s got a hand on someone, either holding someone?s hand or a hand on something,? Zacharias said. ?My personal goal is first grade with a pony instead of a walker.?

The head of the 10-month-old horse only rises to an adult?s waist and is almost irresistible to touch, though training protocols call for her to be petted on the neck, not the face, and only when given permission. Zoe is calm but playful, eager to play or work, and lets her owners know it by nuzzling their hands.

The sturdy, 150-pound animal began making appearances in Zaiden?s preschool classroom in January. Early training began with socialization ? exposure to crowds and loud noises such as the school?s fire alarm. Now she?s learning tasks.

?She?s providing balance and mobility, and she?s learning how to pick things up and eventually hand things to him,? Zacharias said.

Zacharias describes Zaiden?s balance as ?good to wobbly.?

?He trips a fair amount. He falls down a fair amount,? she said. ?Some days, by the time he gets off the school bus, his legs look like they?re going to give out.?

Most people with the disease are in a wheelchair by the age of 16. A-T also causes immune system problems and a high rate of cancer, and patients generally die in their 20s, according to the National Cancer Institute.

?It?s progressive. Fatal. Basically he?s going to lose his brain cells in his cerebellum, so he?ll just continually lose motor-skill ability,? Zacharias said. ?But intellectually, he?s going to be there the whole time.?

U.S. Department of Justice regulations that took effect in March 2011 recognized miniature horses as service animals under the Americans with Disabilities Act, and Zacharias became determined to find one to extend her son?s mobility. Her partner, Joel Beattie, was skeptical, she said, but one by one, obstacles fell.

She couldn?t find a baby horse but did locate a pregnant mare in Minnesota that had been used as a therapy horse for children with disabilities. Nine-year-old Gwendolyn was trucked to Washington then transported by ferry and van to Anchorage by Zacharias? sister. Zoe was born in the family?s garage in May.

Their long-time landlord surprised them and said, yes, Zaiden could have a service horse inside their rented house. A friend, Deb Turner, became a surrogate mother to the little horses, talking neighbors into letting Gwendolyn and Zoe graze on their lawns. A professional seamstress who repairs backpacks for an REI store made a custom harness for Zoe with handholds that Zaiden can grasp.

Even before Zoe was born, educators at the elementary school helped solve problems such as how to keep the horse from sliding on the hard school floors. Hornbuckle, the principal, found the answer with an online search. She learned another miniature horse owner bought shoes at a Build-A-Bear Workshop store. Zoe now has eight sets.

Many people want to know if Zoe is housebroken. The horse has defecated just twice inside the school, including once ?on cue? at a staff meeting after Hornbuckle said accidents were likely to happen.

Zaiden?s teacher, Cynthia Temple, said people in the school district have offered her sympathy for having to tolerate a horse in her classroom. She said it was an easy call because it makes Zaiden?s life better.

?My goal as a teacher for all the kids is independence, regardless of their needs,? Temple said. ?For Zaiden, an independent thing was putting on his coat, which was big feat, and using the zipper. ?It would be neat to look back and have some legacy to leave when Zaiden is gone,? she said. ?To have something and say, yes, this happened and it was really difficult, but look at what we were able to create out of it, and none of that would have happened if it weren?t for this situation.?

Skydive instructor, student killed in Fla. jumps

(AP) ? An investigation has opened into the weekend deaths of a skydiving instructor and a student, both from Iceland, who died during jumps with a group in Florida, a law enforcement official said.

The two men took part with 20 other people Saturday in skydiving jumps from a plane in Zephyrhills, about 30 miles northeast of Tampa, said Pasco County sheriff's spokeswoman Melanie Snow. They were reported missing, touching off an hours-long search on Saturday.

Snow said an air-and-ground search was begun when only 20 of the 22 skydivers returned from their jumps late Saturday morning. The bodies were discovered by spotters from the air early Saturday evening in woods south of the Zephyrhills Municipal Airport.

Snow would not comment whether the parachutes of the skydivers had opened, saying that was part of the investigation.

She identified the victims as 41-year-old instructor Orvar Arnarson and 25-year-old student Andrimar Pordarson. No hometowns were given. The men did not take part in a tandem jump but two separate jumps, Snow said without elaborating.

She added that the men were reported missing on their third round of jumps Saturday about 10:30 a.m. Saturday and that their bodies were spotted later after search teams scoured a large area, focused mostly south of the municipal airport.

She said the teams were instructed to look for the men and their chutes, one green-and-white and the parachute blue-and gray.

Authorities said the skydivers were part of a jump outing through Skydive City in Zephyrhills.

Israeli military responds to fire from Syria

JERUSALEM (AP) ? Israel's military says its forces responded to fire from Syria, shooting toward a target across the border.

The military says its soldiers were on routine patrol in the Golan Heights Sunday when they were fired upon. The military did not say what ammunition was fired on either side.

A military spokesman says the soldiers responded with "accurate fire toward the Syrian post from which they were fired upon." He could not say whether regular Syrian forces or rebels fired. He spoke on condition of anonymity because he was not authorized to speak to the media.

Syrian rebels have been moving on and capturing Syrian territory at the foot of the Golan over the past week. Israel captured the strategic plateau from Syria in the 1967 Mideast war.

Civil rights complaints lead to new Mississippi school policies

WASHINGTON (Reuters) - A Mississippi school district agreed on Friday to change how it disciplines students after civil rights lawyers found its black students were more likely to be suspended than whites, even when accused of similar code violations.

The agreement shows the Justice Department taking an aggressive approach to discipline in local schools when it believes civil rights are in jeopardy.

The Meridian Public School District and the Justice Department filed a proposed order in District Court for the Southern District of Mississippi to settle allegations first made by local residents in 2010.

The order prohibits the use of suspensions for minor misbehavior such as dress code violations, and prohibits the school from involving law enforcement in disciplinary cases that the schools can handle safely themselves.

Justice Department lawyers asked for the changes under the 1964 Civil Rights Act, which authorizes the department to act when it finds discrimination in schools.

In Meridian, once a student was referred out of a classroom for misbehavior, the student was five times more likely to receive an out-of-school suspension if he was black than if he was white, according to the department.

"This is one of the ways in which, unfortunately, segregation continues in our nation's schools today, when African-American children are disproportionately excluded from instruction," said Jocelyn Samuels, a senior official in the Justice Department's Civil Rights Division.

Meridian hired a new school superintendent in 2011, after most of the data was collected showing a gap between black and white student discipline.

RECOMMENDATIONS WELCOME

The new superintendent, Alvin Taylor, said in a phone interview that he welcomed the federal recommendations. "By the time we started working with the Department of Justice, we were already making changes," Taylor said.

School officials, for example, no longer call police officers for routine student misbehavior, waiting instead until a state law has been violated, Taylor said.

Other local officials have not been as receptive as the school system.

In October, after raising concerns with Mississippi state authorities and juvenile court judges, the Justice Department sued them for alleged civil rights violations.

City police acted as little more than a taxi service between schools and a juvenile detention center, where students were then denied access to lawyers, the suit said.

City and state officials are asking a federal judge to dismiss the suit. They note that police policy has changed and deny the other allegations.

The NAACP and other civil rights groups pushed for the new policies in Meridian, and are asking for similar changes in other school districts, including Chicago.

Meridian's school district is one of about 200 across the United States that are subject to desegregation orders under the 1964 law, said the Justice Department's Samuels.

The department regularly reviews compliance with those orders, looking for possible violations such as racial gaps in school discipline, she said.

"Across the country, students are being pulled off the path to success by harsh discipline policies that are excluding students from school for minor disciplinary infractions," Samuels said.
